(논문요약)[국문초록] 빛과 그림자를 통해 인간이 서로 교감할 수 있으리라는 환상에서부터 시작한 영화는 오락과 여가활동 수단으로 대중문화를 선도하고 활자문화를 영상문화로 바꾸는데 가장 큰 공헌을 한 매체이다. 이러한 영화는 이제 문화와 산업을 연계시켜 영상산업을 창출하였으며 그 규모가 급격히 커지면서 산업으로서 영화의 중요성이 강조되고 있다.즉 영화산업은 20세기의 하드웨어와 제조업 중심에서 21세기의 소프트웨와와 멀티미디어 정보화 사회로 나아가는데 첨병역할을 할 것으로 기대되며환경문제를 일으키지 않는 고부가가치의 문화산업으로 인식하여 선진국에서국가 경쟁력의 중요한 원천으로 보고 있다. 이러한 세계적인 추세에 따라 한국의 영화산업도 국가적 관심과 지원이 이루지고 있으나 90년대 오히려 관객수의 감소, 한국영화 제작감소, 극장수 의 감소 및 외국영화의 고가수입 증가로 영화산업 자체는 침체되고 있으며 향후 이러한 현상은 지속될 것으로 보인다. 한국영화산업의 부진은 산업적 측면에서는 영상산업의 전반적인 외국 의존을 야기하고 문화적 측면에서는 외국의 소프트웨어에 의한 타문화 유입이 우리의 가치관에 심각한 영향을 끼치고 더나아가 문화적 종속을 가져오게 할 수 있다. 이러한 시점에서 영화산업 전반적으로 정부가 하고 있는 정책이 ‘어떤 목표와 수단을 가지고서 어떤기관에 의해 수행되고 있는가’ 와 ‘어떤 효과성을 확보하고 있는가’ 라는 문제의식에서 이 논문은 출발한다. 위와 같은 문제의식에 기초하여, 영화산업이 직면하고 있는 현재의 침체상태를 정부의 영화정책 측면에서 전반적으로 평가하고 문제점을 도출하여 개선방안을 제시함으로써 세계적인 영상산업으로 발전할 수 있도록 하는 기초를 마련하는데 본 논문의 목적이 있다. 이러한 목적을 위해 본 논문은 다음과 같은 체계로 구성되어 있다. 제1장 서론에서 연구목적과 연구대상 및 연구의 방법을 서술하고 있으며 제2장에서는 영화산업 특성과 파급효과 및 정부의 영화정책을 분석할수 있는 정책의 틀을 모색하며 제3장에서는 한국영화산업의 현황 및 문제점을 살펴본다. 제4장에서는 제3장의 분석틀에 따라 한국영화정책을 목표와 집행수단, 재원및 집행기관으로 나누워 평가해 보고 문제점을 도출해 보았다. 제5장은 제4장에서 도출된 문제점을 중심으로 한국영화 진흥정책을 위한 개선방안을 제시하였다. 결론적으로 한국영화 진흥정책의 문제점은 우선 목표가 불분명하고 집행기관이 아직도 소극적인 상태에 있어 영화발전에 큰 기여를 하지 못하고 있다. 따라서 영화정책이 장기적인 방향과 계획을 가지고서 규제위주의 수단에서 벗어나 적극적인 진흥수단을 모색하여야 한다. 그러나 이 모든 정책적 고려는 민간부문에서의 노력이 전제되었을때 가능하다. 즉 국민의 한국영화에 대한 인식전환과 함께 영화산업 담당자들이 먼저 자생력을 키워 나가려는 노력이 지속적으로 이루어 질때 정부의 정책이 효과를 발휘할 것이다. (영문초록)[영문초록] Mot ion picture came out of the idea that men could exchange their feelings through the light and the shadow, and it is a media that cont ributed very much to lead the people' s culture and to change the let ter culture to the image culture for the entertainment and the leisure of people. Movie as such gave a birth to the movie industry by connecting the culture to the industry, and as its scale became enlarged, the importance of cinema as an indus try has been s tres sed. The movie indust ry is to play the foremos t role of proceeding to the stage of information society through software and mult i- media of 21st century, from its standing of hardware plus manufacturing indust ry of 20th century. It is now recognized as the culture indus try of high addit ive value without causing the environmental problems . Because of such t rend of the world, the movie indus try of Korea has also been supported by the government. However, since 90s , it has been on the road to recess due to the decrease of movie goers, decreas e of movie production, decrease of movie theater and increas e of high- priced foreign movies, and such trend is expected to follow for quite a while. The deterioration of Korean movie industry may lead to the general reliance of our movie industry on the foreign countries in the industrial respect, while in the culture respect , the flow- in of foreign culture through software may undermine our sens e of value serious ly and further onslave our culture to the foreign ones. From such view points, this study is to begin from the quest ions of "On what aim and method does our governmental policy atand?" and "What validity does it have?" Standing on such unders tanding of problems , present deterioration of our movie indus try is to be analyzed generally in view of our governmental movie policy, finding out the roblemsandsuggesting the improvement methods, to pave the road for our movie industry to grow up as the imaging industry of the world. For such puporses , this s tudy is compos ed of the following parts ; In Part 1 of int roduction, treated ard purpos e, object, and method of the study. In Part 2, are t reated characteristics of movie industry, its propagation effect and s earching for the frame of governmetnal policy through analys ing the problems of Korean movie industry. In part 3,searched the s tanding and problems of Korean movie indust ry. In Part 4, Korean movie industry is evaluated in the respects of aim and executive method of Korean movie policy, financial resources , and executive organizations, so that the problems could be induced. In Part 5, the improvement method for promotion of the movie indust ry of Korea is suggested, s tanding on the problems induced in Part 4. For the conclus tion, troubles ard the indefinite aim of the movie indus try prmotion policy of Korea and the non- pos it ive att itude of exective organizations that fail largely to contribute much to the evelopment of our movie industry. T herefore, the movie policy should have the long- range development view and plan, dis carding the regulative att itude and proceeding for the positive promotion policy. However, all of such policy consideration is only poss ible when the effort in the civilian field is materialized. Namely, the governmental policy may have its good effect when the people' sderstanding of movie gets changed and when those in charge of the movie indus try exert their survival effort cons ecutively.
