(논문요약)[국문초록]최근 한국 독립영화는 이례적인 성과를 보이고 있다. 2009년 개봉하여 3백여만명의 관객을 동원한 이충렬 감독의 <워낭소리>를 기점으로, 양익준 감독의 <똥파리>, 윤성현 감독의 <파수꾼> 그리고 노영석 감독의 <낮술> 등은 흥행성과 작품성을 국내외적으로 인정받아 대중들에게 커다란 이슈가 되었다. 또한 기존의 메이저 상업영화 위주로 상영되던 멀티플렉스 영화관과 인터넷, 위성과 케이블 방송에서도 독립영화가 방영되면서 독립영화에 대한 대중들의 인식 또한 변화하게 되었다. 하지만 이러한 양질의 발전에도 불구하고 여전히 대부분의 독립영화들이 관객을 만나기까지의 과정에서 아직도 많은 어려움이 있다. 감독중심의 열악한 제작환경은 인건비 문제를 비롯해 기술적인 문제점을 초래하고 있고, 독립영화의 인식의 변화로 정부 및 공공기관과 기업체의 제작지원제도가 확대되고 있지만 지원규모의 한계와 독립적인 제작에 제한 등 아직도 많은 문제점들이 있다. 본 논문은 한국독립영화의 현실과 제작시스템에 대해 이론적으로 고찰함으로써 학문적으로 기여할 뿐만 아니라 독립영화 <흔들의자>의 단계별 제작과정(사전 제작단계, 제작단계, 후반 제작단계)의 분석을 통해 효율적인 제작시스템을 제시하고 이를 바탕으로 독립영화 제작환경을 개선하는 것을 목적을 두고 연구를 진행하였다. 한국독립영화의 효율적인 제작시스템의 구축은 다음과 같이 요약될 수 있다. 첫째, 사전 제작단계에서 철저한 기획이 필요하며, 이를 바탕으로 제작비 조달 방안에 체계적인 노력을 기울여 영화진흥위원회를 비롯해 다양한 독립영화제작 지원제도를 적극 활용함으로써 제작 환경을 개선할 수 있다. 둘째, 영화를 기획하고 제작함에 있어 영화제작에 참여하는 모든 스태프와 배우들간의 커뮤니케이션과 의견 수렴을 통해 문제점을 개선해 합리적인 제작시스템이 구축되어야 한다. 셋째, 영화제 및 기업의 제작지원 사업을 적절히 활용해야 한다. 이를 통해 후반 제작단계를 진행하면, 질적으로 풍부한 영상을 제작하고 완성할 수 있으며 예산절감의 효과까지 기대 할 수 있다. 마지막으로, 정부의 독립영화 제작지원에 적극적인 재원조달 정책이 필요하고, 배급부분에서도 체계적인 지원이 필요하다. 독립영화 제작자들의 열악한 재정 현실을 타개하기 위해 현재 영화발전기금에서 일부 독립영화 제작을 지원하고 있지만 절대적으로 부족한 실정이다. 독립영화제작 지원이야말로 정부가 가장 관심을 가지고 최우선의 영화진흥정책의제로 삼아야 할 것이다 이를 위해 영화발전기금 운영계획을 전면 재검토하여 정부가 해야 할 일과 우선해야 할 일들을 재정립해야 할 것이다. 이밖에도 독립영화는 일반 상업영화에 비해 상영기회를 확보하기가 현실적으로 어렵기 때문에 스크린을 확보하는 것이야말로 가장 현실적인 지원정책의 하나가 될 것이다. 현재 영화진흥위원회를 중심으로 독립영화 제작지원 정책을 펴고 있지만 접근성에 한계가 있고 독립영화 제작 편수에 비해 스크린이 제한적인 것이 엄연한 현실이므로 독립영화 상영지원제도를 보다 확대할 필요가 있다. 최근 한국영화진흥위원회를 중심으로 추진 중인 동반성장위원회의 안건에 독립영화 진흥에 관한 종합적인 지원정책도 포함하여 심도 있는 논의가 이루어져야 할 것이다. (영문초록)[영문초록]Currently Korean independent movies are progressing significantly. Starting from the 3million ticket sales of Director Lee Chung Lyul’s <Old Partner> in 2009 and Yang Ik June’s <Breathless>, Yoon Sung Hyun’s <Bleak Night> and No Young Suk’s <Daytime Drinking>, these films were acknowledged by audiences in both commercially and in artificially. Also, multiplex theaters, internet, satellite and cable channels that focused mainly on major commercial movies are now showing independent movies which helps the audiences to have new perception of these movies. In spite of the current progress, it is still difficult for independent movies to meet the audiences. The director-oriented production environment has caused technical issues including labor wages. Moreover, the government and public organizations are supporting independent movies more widely than before but there are still various issues that are limiting the volume of support and restraining independent production. This thesis theoretically approaches the reality of Korean independent movies and its production system. It has its purpose in presenting an efficient production system through analyzing the independent movie <Rocking Chair> according to each stage: Pre-Production, Production and the Post-Production and improving the production environment for the independent movies. The establishment of an efficient production system of Korean independent movie can be summarized as follows. First, the pre-production stage needs thorough planning, which can improve the production environment by utilizing diverse support systems of independent movie production such as the production cost procurement plan along with the Korean Film Council. Second, a rational production system should be set in terms of planning and production through communication and gathering opinions among all staffs and actors involved in the movie. Third, one must consider and fully utilize the production supporting programs from various film company and related festivals. When the post-production is conducted through this progress, high quality movies can be produced and maximum cost reductions can be expected. As a final point, an active financial procurement plan from the government is required, as well as the independent movie production support and systematic support in distribution is needed. Currently the movie development fund is supporting the production of independent movies to break through the financial reality of independent movie producers but it is not enough. Supporting the production of independent movies has to be the utmost priority for the government and should bring in as an agenda for promoting movie policy. The operating plan for the movie development fund has to be reviewed and the tasks that the government should focus must be re-established. Furthermore, since the independent movies are limited in screening compared to commercial movies, the screen acquisition will be one of the most realistic supports. An independent movie production support policy is conducted around the Korean Film Council but it has limitation of accessibility. Therefore, the expansion of the independent movie screening support system is needed. An in-depth discussion is necessary, including the recent suggestions of the Win-Win-Growth Committee, the Korean Film Council and the integrated support policy on the independent movie development.
