(논문요약)[국문초록]중국에서 영화산업은 중요한 문화산업으로서 백 여 년의 역사를 갖고 있다. 중국 영화산업이 오늘날까지 발전하면서 시장이 열렸고, 소비층도 점점 확대 되어 영화산업의 앞날이 점점 밝아지고 있는 듯 하다. 그러나 무시할 수 없는 것은 영화의 특수한 이데올로기적 속성으로 인하여 영화 산업 발전의 제약이 있으며, 여전히 정책 관제, 정책의 불확실성 및 일부 정책의 결실이라는 것이다. 이런 문제점들은 앞으로 중국 영화산업이 더 크게 발전하는데 있어 가장 큰 제약 요소가 될 것이다. 중국 영화 체제의 변화 과정을 정리해보면, 수입 영화는 중국 영화 산업 및 중국 관중에게 매우 큰 영향을 미쳤다는 것을 알 수 있다. 그래서 매번 영화 체제 개혁 후, 수입 영화는 수량, 소재, 국가, 품질 등 여러 방면에서 모두 큰 변화가 나타난다. 외국 영화 수입의 변화는 사실 중국 영화 체제 변혁 중의 한 부분이라고 볼 수 있다. 그렇다면, 모든 단계의 핵심 노드에서, 중국 수입 영화의 관리 정책은 어떠한 단계적 변화가 일어났는가? 또 영화 수입은 어떻게 중국 영화의 운행 시스템에 영향을 미치고 변화를 주고 있는가? 중국 수입 영화 관리 정책은 어떻게 현지화와 국제화, 오락성과 정치성, 문화성과 산업성을 겸하여 고려하는가? 이러한 문제를 겨냥하여, 본문은 중국 영화 산업 발전이라는 큰 배경하에 중국 수입 영화의 발전 여정, 영화 산업 정책 변화에 대해 연구를 하였다. 중국 영화 수입 정책을 연구하는데 있어 반드시 중국 영화 산업 정부 관리 부문의 설치 및 체계 연변과정을 확실히 정리해야 한다. 본문은 우선 영화관리 체제 정층 설계 기구 연구에서 시작하여, 정책 연구를 위한 준비를 한다. 그리고 중국이 외국 영화를 도입한 후부터 오늘까지 다른 시기의 정책 변화를 정리하여, 정치, 경제, 문화 세 가지 방면에서 영화수입 정책이 변화된 원인 및 영화 수입 정책이 중국 영화 시장 변화에 미치는 영향에 대해 분석을 한다. 그리고 현재 중국 수입 영화 시장 현황을 감안하여 중국 영화 정책에 대한 문제점을 찾아낸다. 분석을 통해 중국 영화 산업의 개선을 위한 실행 가능한 건의를 제기한다. 마찬가지로 이연구를 통해 한국의 영화 연구자, 시장 개척자들이 중국 영화 시장을 이해하는데 참고가 되었으면 하는 바람이다. (영문초록)[영문초록]As one of the important industries of culture industry, film industry has about one-hundred year history in China. China’s film industry seems has a bright prospect with an opened market and an enlarging consumer group. However, it has been noted that the limiting factors for film industry development mainly are the restriction, uncertainty and absence of the related policies in China due to the ideologies lying behind the films. These contradictions become or may become the stumbling block of further development of film industry. Looking back into the history of Chinese film system, it is obvious that the imported films exert great influence upon China’s film industry and Chinese audience. The imported films varied greatly in the quantity, theme, nationality, quality with every single reform in film system. These variations actually are part of the reform of the whole industry in China. Therefore, the film import policies played a significant or even vital role in the development of China’s film system. How did the film import policies change in every critical point of each development phase? How did the imported films affect or change the operation system of China’s film? How did China’s film import policies combine Chinese Characteristics and the international practices, entertainment goals and political, cultural and industrial needs? To solve these problems, this thesis conducts research on the development path of imported films and the changes of film industry policies during the industrialization of Chinese films. Study on China’s film import policies requires clarifying the organization and operation of China’s national governmental departments of film industry management and the history of the whole system. Starting with the top layer of film industry management system, this thesis analyzes the political, economic and cultural reasons for policy changes in the history, followed by the main characteristics of future trends for imported films, the general development rules of film policies and the feasible suggestions for improvement of imported film policies on the basis of film policies of developed countries and Chinese conditions. It is hoped that this thesis could provide references of China’s film market management for Korean film researchers and market developers.
