Description
(논문요약)This study is an attempt to overcome the conflicting views about institutionalization and autonomy through an analysis of the changes and characteristics of film movement after the institutionalization of film movement. Based on the relationship between institutionalization and autonomy, this paper demonstrates that film movement was institutionalized by the mutual demands and needs of the government and the movement and their unique relationship emerges as conflictual cooperation rather than unilateral inclusion or exclusion. With awareness of this problem, this study classified the film movement that entered the institutionalization process as second generation film movement and revealed that there is a limitation to the dichotomous perspective about the institutionalization of film movement by discovering actions to achieve the autonomy of the movement. The institutionalization of film movement took place by the combination of the effort of the Kim Dae-Jung Administration to embrace the film movement camp in order to establish legitimacy and differentiation of their authority and the internal needs of the film movement camp who needed joint actions for the activation of independent films and the expansion of the freedom of expression in the changed environment. During the period from the Kim Dae-Jung Administration to the Roh Mu-Hyun Administration, the government and the film movement camp achieved many results by building a mutual cooperative relationship around the support systems. The government could obtain the legitimacy of their authority by actively approaching the civil society and building progressive cultural images, while the film movement camp prepared the basic foundation for the production, showing, distribution, and education of independent films through the quantitative and qualitative growth of independent films as well as the opening of the Media Center and Independent Film Theater. On the other hand, however, they were in conflict in the process of policy implementations such as the controversy about the freedom of expression in relation to the suspension of classification for independent films and limited showing and the disputes over the Vitality Institute and the Gangseo Media Center. However, their relationship began to change in the Lee Myoung-Bak Administration. After the candlelight rallies, the government adopted exclusion strategies for the film movement camp and reduced or abolished various support policies. The government exercised pressure by changing the Media Center and the Independent Film Theater to public contest. Such exclusion strategies were very contradictory. While the government unfolded support policies for independent films under the principle of choice and concentration, they tried to replace the people comprising the film movement camp with conservative people who were suitable to the needs of the government. Against such moves by the government, the film movement camp reconstructed their film festival based on their accumulated capabilities and autonomy, and turned the Media Center and the Independent Film Theater into private organizations, and built social solidarity through films. Such relationship between the government and the film movement can be explained by the concept of conflictual cooperation, and shows the coexistence of institutionalization and autonomy. The cause of the repetitions of conflict and cooperation between the government and the film movement can be found in the setting of relationship between the government and the civil society. To satisfy the conditions of democratization, the government and the civil society must form the relationship of check and solidarity, and the social movement which is the core element of a civil society undergoes the process of institutionalization. In this process, the government utilizes various embracing strategies for the social movement in their effort to take exclusive possession of the knowledge that the civil society has, in order to attain legitimacy of governance. Furthermore, the social movement makes strategic selections to partner or conflict with the government so as to achieve the continuity and stability of the movement. The leaders of the film movement succeeded in expanding the territory of the movement by reflecting the issues of independent films in policies through institutionalization and exercising influence such as eliciting financial support from the government. Even when the government exercised institutional selectivity and the pressure of exclusion and inclusion, the strategic selections of the film movement camp did not lead to compromise to the simple issue of the survival of independent films or complete exclusion from the institution. At least in the relationship of conflict and cooperation with the government, the film movement did not lose its identity nor changed their strategies in contradiction to its identity and has made steady and persistent effort to keep the mobility of the movement. The argument that institutionalization reduces the autonomy or mobility of the movement is valid to some degree, but it has limitation in inquiring into the characteristics of the movement unless the overall process of practicing the movement and the capabilities of the movement are taken into consideration. The film movement is keeping its autonomy and mobility in its own way even in its relationship of conflictual cooperation with the government.
