문화는 WTO 자유무역의 대상이 아닙니다!,WTO GATS 협상의 시청각서비스 ‘양허요청안(Request)’ 제출은 문화다양성과 정체성을 위협하고 문화재앙을 가속화시키는 결과를 가져옵니다, 시청각서비스 상품의 무역자유화(GATS 협정)는 문화적 가치와 정체성을 보존하고 향상시킬 수 있는 방안이 될 수 없습니다, 지금 세계 각 국은 WTO에 대응하는 ‘문화협정’ 체결을 위해 노력하고 있습니다, 이러한 국제사회 흐름에 적극 동참해야 합니다, 세계 각국의 문화상품과 서비스의 시장확대를 위한 대안은 무역자유화가 아닌 다른 나라들과의 공동제작협정을 확대하는 것입니다, 공존과 교류는 인류평화의 대전제입니다. 다른나라의 문화정책을 파괴하고 다양성을 위협하는 WTO 양허요청안은 반드시 철회되어야 하고, ‘문화협정’ 채결을 서둘러야 합니다, - 스크린쿼터를 포함한 우리의 문화정책이 위기를 맞고 있습니다! - , 문화분야에 대한 양허요청안 제출은 문화를 자유무역의 대상으로 삼으려는 미국의 의도를 충실히 따르는 것일 수 밖에 없습니다, WTO는 스크린쿼터제와 같은 문화정책들을 자유로운 경쟁을 막는 비관세장벽으로 파악하고 이의 폐지를 주요 목표로 삼고 있습니다, 다른나라에 개방을 요구했다면 우리 역시도 개방을 요구받을 수밖에 없습니다, 문화선진국들은 무역협정어세는 문화분야에 관한 한, 어떠한 요구도 하지 않고 요구받지도 않겠다고 확고한 원칙을 가지고 WTO체제에 대응하고 있습니다, 공동제작협정은 시장개방 요구로 다른나라의 문화정책을 훼손키지 않으면서도 실질적인 시장확대 효과를 거둘 수 있는 방안입니다, Submisson of the GATS initial Request on the audiovision sector to the WTO, will threaten cultural diverity and identity, and will accelerate disaster of culture, The trade liberalization of audio-wision service products based on the GATS agreement cannot be the solution to preserve and improve sultural sovereignty, At the present, there is an inrernational moverment to establish a Convention on Cultural Diversity, We must actively participate in this international movement, We can find the solution for market expansion of each countrys cultural achivement and service through co-production agreements, not through trade liberalization, Coexistence and cultural exchange is a prerequisite to the peace of humanity, WTO Requests, wich threats other countys cultural policy and diversity, should be withdrawn, and the Convention on Cultural Diversity must be established without delay, Submitting the Request on the cultural sector is submitting to the US intention, International trade agreements, I,e, WTO, GATS, consider cultural measure as a barrier to free competition and thus aim to eliminate it, If we demand other countries to liberalize, we will be demand to liberalize as well 등으로 구성되어 있음.
